推送api调用超频问题

后台使用免费的jpush 报错，看了应该是超频了
ERROR Request failed with status 429: '2002 {u'message': u'Request times of the app_key exceed the limit of current time window', u'code': 2002}
但是看了一下推送统计，没有超频啊
